Our board meetings are held on the fourth Wednesday of the month at the San Diego County Water Authority located at 4677 Overland Avenue in Kearny Mesa. That is about five blocks east of the 163, and three blocks south of Clairemont Mesa Boulevard. See Calendar page for specific dates.

COMMITTEE DUTIES AND RESPONSIBILITIES:

1. Advertisinq Committee - Procure advertising for the Chapter Newsletter, including but not limited to, billing, collection and transmitting checks to the ChapterTreasurer for deposit.

2. Asset Manaqement Committee - Provide advice and assistance to the Chapter members on proper procedure and performance of the Asset/Property Management profession. Examine and monitor legislation and methods or practices pertaining to the acquisition, operation, management and disposition of interests in right of way and real property. Cooperate with the liaison committee on all related matters.

3. Budget and Finance Committee - Devise ways and means for financing the activities of the Chapter, including but limited to, dues, educational seminars, special events, bank reserves,. etc., and. shall recommend to the Executive Board an annual budget for the direction and control of the Chapter's funds.

4. Education Committee(*) – Arrange educational courses, seminars, and lectures, and distribute literature on topics which will further the professional development of all members.. It shall collect all fees and pay expenses of the courses. It shall also coordinate all Chapter courses with the International Education Committee.

5. Environmental Committee – Provide advice and assistance to the Chapter on environmental matters, foster an interest in the environment, and promote the application of sound environmental principles in the acquisition and use of right-of-way; inform the membership of legislative enactments and court decisions on right-of-way environmental procedures; and coordinate with the International Environmental Committee and related Chapter committees, concerning their environmental and land use problems and situations.

6. Legislative Affairs Committee — Is charged with the duty of reviewing changes in the law relative to land matters, preparing a legislative digest (review) for publication in the Chapter newsletter and/or make a brief presentation at a Chapter meeting on matters of legislation which would affect the membership.Take application(s) to the next Board meeting for review and request that the new applicant(s) be bulletined in the next Newsletter, subject to Board approval.

7. Local Public Agency Committee — Provide advice and assistance to the Chapter members on all matters related to the management, operations and policies of LPAs. It shall cooperate with the liaison committee in all interagency or legislative activities.

8. Luncheon Committee — Determine the place, time, cost and style of luncheon or other food service for the monthly Chapter Meetings and Holiday Luncheon and present its recommendation to the Executive Board for approval. Provide a monthly expense and revenue report to the Executive Board.

9. Membership Committee (*)—Maintain the membership program for the Chapter, which includes all aspects of member growth, services and benefits. The program shall include the following duties:

    a. Contact or respond to potential new members.

    b. Provide each potential member with an application and explain the process for membership.

    c. Follow-up with the applicant to insure the application was received, and try to determine when the application will be returned.

    d. Once the application is completed, with full payment received, forward copy of application and payment to IRWA Headquarters. Call 310/538-0233 and ask for Membership to get help.

    e. Notify IRWA Headquarters that the applicant(s) have been bulletined and Headquarters Membership will mail you the certificate and pin for each new member.

    f. After the applicant(s) name(s) have been published in the Newsletter and no protest has been received, recommend, at the next Board meeting, that the applicant(s) be approved for membership.

    g. After the applicant(s) have been approved for membership, contact them and arrange for their induction at the next luncheon meeting.

    h. Make sure that you have the certificate and pin in hand. At the luncheon meeting, swear in and welcome the new member(s). In addition, the new members could be asked to indicate very briefly the nature of their work and some personal comments regarding hobbies, etc.  

    i. Notify IRWA Headquarters that the new member(s) have been inducted.

    j. Make certain that Associate Members receive their annual dues renewal notification prior to the dues deadline date.

    k. Make recommendations during the first three Executive Board meetings each calendar year to retain current honorary members and/or to add additional honorary members.

10. Newsletter Committee – Publish and distribute a monthly newsletter to all Chapter members and to other interested persons (by what ever media is expedient, cost effective and acceptable) as approved and/or directed by the Executive Board.

11. Nominations, Elections & Awards Committee - Review and analyze the qualifications of members and determine their willingness and ability to serve as officers of the Chapter and Association. Consideration shall be given to maintaining a reasonable mix of the professional occupations and organizations represented in the Chapter, as well as a nominee's activeness on Chapter committees.  Seek nominee recommendations from the Chapter membership for the Chapter "Professional of the Year", provide nominees with application forms, review submitted application forms and select a nominee for approval by the Executive Board: The Chapter member receiving the award shall be the Chapter's candidate for the International "Frank C. Balfour, Right Of Way Professional of the Year" award. Nominees who submit completed application forms shall be recognized as a "Professional of the Year Nominee" and receive an appropriate certificate. Other awards deemed appropriate by the Executive Board may be awarded from time to time.

12. Pipeline Committee – Provide advice and assistance to the Chapter members on matters related to acquisition, construction, and operations of pipeline rights of way for public or private use and the relationship with other utilities, services and facilities. Shall study, plan and recommend solutions to right-of-way problems relating to pipelines, including those that are interrelated with highways and utilities, and shall cooperate with other committees in the solving of these problems.

13. Professional Development Committee (*) – Promote Right Of Way professionalism and assist Chapter members in attaining the "Senior Member, International Right of Way Association" designation. The Committee shall counsel members, maintain records, proctor examinations, satisfy International requirements and conduct appropriate presentation ceremonies at regular Chapter meetings. The President may make interim and permanent appointments to this Committee, with concurrence of the Executive Board: permanent appointments may also be made by the election process as provided in the Chapter by-laws.

14. Publicity and Public Relations Committee – Be responsible for chapter publicity and advertising. It shall from time to time issue bulletins containing items of interest to the membership, and shall endeavor to furnish information regarding the activities of the Association or the Chapter to the public press. It shall be charged with the responsibility of presenting the Chapter in the best possible light so that the Right-of-way Profession will not be exposed to negative and/or unfavorable media reporting. The Committee shall exert its efforts to advance the best interests of the Committee members of the Association.  Act as official chapter photographer.

15. Redevelopment Committee – Keep the membership informed of legislative acts, court decisions and related matters on redevelopment and coordinate with the Region and related Chapter committees, insofar as their interests involve redevelopment issues.

16. Relocation Committee – Provide advice and assistance to the Chapter members on matters related to relocation activities and practices with particular reference to the Federal Uniform Act (PL91-646) and the related state law.

17. Retired Members Committee – Maintain records of the current retired members and serve as liaison between the Executive Board and the retired members.

18. Roster Committee – Maintain a current membership list and publish and distribute an annual roster of members to all Chapter members. Provide the newsletter Chair with new member and change of addresses for inclusion in the monthly newsletter. Also submit a report of changes to the Region 1 Chair and to the International National Headquarters.

19. Special Events Committee – Make arrangements for all special events, subject to approval by the Executive Board.

20. Survey Committee – Provide advice and assistance to the Chapter members on all matters related to methods or procedures for the survey of real property or interests in property for right of way purposes. It shall maintain a liaison with the Licensed Surveyors Association as it relates to right-of-way functions and assist in sponsoring a joint luncheon meeting and/or an educational seminar.

21. Title & Escrow Committee - Maintain a liaison with Title Companies to enhance the understanding, use and application of title services as they relate to the Right Of Way profession. Recruit members from the title industry and be proactive in recommending luncheon programs and news articles dealing with contemporary title issues.

22. Transportation Committee - Maintain open lines of communication with the Regional Representatives on transportation issues as they relate to and affect the Chapter. It shall provide updated Transportation Committee reports to the Chapter membership. It shall assist in arranging transportation programs for Chapter and regional educational seminars and proved suggestions and recommendations to the Regional Representative for the annual International Education Seminar. It shall monitor legislation relevant to the transportation industry. It shall develop and maintain a Chapter resource manual.

23. Utilities Committee — Provide advice and assistance to the Chapter members on matters related to the acquisition, use, management or disposal of rights of way for the utility industry including, but not limited to, gas, electric, power, steam, cable TV, data communications, water, sewer and drain lines. Shall study and recommend solutions to right-of-way problems that are interrelated with highways, pipelines and railroads, and shall cooperate with other committees in developing solutions to highway, railroad, utility and pipeline conflicts.

24. Valuation Committee - Provide advice and assistance to the Chapter members on all matters related to methods and procedures of valuing real property interests. Promote the highest ethical standards of performance and training in the field of right-of-way valuation methods; maintain liaison with other appraisal organizations; and establish and maintain communications with International Valuation Committee and related Chapter committees.
